In the 90s they were still doing it - but with clever plug-in modules, even in the VT Commodore wagon era. You could turn the headlight switch to on, the back to off, and they would turn the lights off.
Most have long forgotten, but the old boxy Volvos used to have their parking lights come on all the time with the ignition, as DRLs, in the 70s & 80s.
They were much more acceptable than some of the cheap illegal aftermarket DRLs off eBay & Alibaba that are spreading like a curse - that are so bright they are almost blinding, and don't have a proper control relay. It's a dead giveaway when they're surface mounted on a 20 year old pile of crap.
Ignorance is another factor. People I know (and sadly, have to admit it) have been lulled into thinking that driving around with factory driving lights or fog lights switched on as "DRLs" is quite OK, as "everybody else is doing it" - not realising a DRL is a very different type of light, and has ADR rules governing the spacing, brightness, colour, and "beam spread" - which is totally different to a driving or fog light.
