road trip help Vic/NSW

planning a road trip with my Learner daughter from Vic into NSW. Can someone please confirm that the Vic permit conditions stay with her? ie that she can drive at the posted limit on the freeway, not the NSW restricted speeds? that's hot to interpret this statement, right?

When driving in NSW, you must stay below the speed limit shown on road signs and the speed limit that applies to your licence at home.
