I think that kids should be taught road safety and how to control a car from very early ages, so they are competant and confident enough by the time they are 18. Let them do silly things in cars off the road also while they're learning controlling a car. The idea to make people wait so long just makes people want to do stupid stuff when they finally get behind the wheel and show off. Would people show off, if everybody has been behind the wheel in an appropriate location from the age of 10? Metec and Decca and advanced driving places should accomodate this in my opnion. Get it out of their system while they are young!

Teach them that cars are NOT toys and there is no place for silly driving.
