While humans control cars you will never make enough rules to eliminate stupid.and normal drivers will pay for these fools .

I doubt the police with there head screwed on will fine half the country for eating a burger , but just the fact that one officer has is a problem , would need to know the full story , I imagine there is more to it than we read .still believe the big fine and points is extreme , should pedestrians be able to eat and walk ..?
Your right, he was an idiot for taking his eyes off the road.
The fact is, he had been a truck driver and smoker for 20yrs prior to that day and had more than likely done what he did that day thousands of times.
Unfortunately it caught up with him, and in there lies the problem.
Too many people on the roads today take for granted the little things which may seem harmless yet can end in tears in the blink of an eye.

There is little room for complacency when behind the wheel.
